According to an Igbo group, the shoot-on-sight order will exacerbate insecurity in the South-East.

Nzuko Umunna, a think-tank of Igbo intellectuals and professionals, wrote an open letter to the Chief of Army Staff, Lt. Gen. Ibrahim Attahiru, on Tuesday, in response to the alleged shoot-on-sight order issued to soldiers in the South-East and South-South. If true, such an order would amount to a declaration of war against Ndigbo, according to the statement. Dr. N Odumuko and Dr. P. Mbanefo signed the open letter titled "shoot-on-sight order and ongoing extra-judicial killings in the South-East zone" on behalf of the group.



The letter was copied to the Chief of Defence Staff, the Minister of Defence, the President's Chief of Staff, the United Nations Agency for Human Rights, Human Rights International, and the US Embassy in Nigeria. Other copies include the British High Commission, the French Embassy, the Russian Embassy, Amnesty International, the Nigerian Human Rights Commission, the Congressional Black Caucus, the Chinese Embassy, the Israeli Embassy, and the African Union. “We feel duty-bound to inform you that there is palpable fear over a ‘shoot-on-sight directive' reportedly given to army troops in the South East in recent days, a scheme for which new batches of men were moved over the weekend,” it read in part.

“According to some accounts, this directive appears to have been issued unofficially and in a clandestine manner, heightening the ominous nature of the situation. “A shoot-on-sight order is equivalent to an order to extrajudicially exterminate innocent citizens because there is no telling who might be among the collateral, unintended casualties. Such military strategies or policies have always run the risk of contradicting all accepted conventions and protocols on the rules of engagement, particularly the Rome Statutes.



“In fact, it can be read as Genocide, whereas there is a clear and obvious danger of such action resulting in high casualties in this case. “If the rumor of a Shoot-On-Sight order turns out to be true, it amounts to a declaration of war on the area. However, even if the Federal Government decides to declare war on the South East or a portion of it for any reason, there are standard international conventions and protocols that must be followed. “One of these is the requirement to publicly and unequivocally declare that a war situation has arisen in such a place so that those who wish to leave, particularly civilians and innocent citizens, can do so. That has not occurred.



“But it is our well-considered contention that there does not exist in the South East of Nigeria any peculiar situation which does not exist in even worse forms in other parts of the country to warrant or justify such a Shoot-On-Sight order.”
